I though I would pass this along, since I spent a good day figuring out what was happening.
I got the new mbp 13" retina for evaluation. It comes with a special build of 10.8.1 (12B2100). Part of our configuration process involves creating the first user, who is the admin for the computer. I was finding that the system language would get
changed to Greek (el) when the system was first powered back up after the configuration was applied. I found that as soon as the file /var/db/.AppleSetupDone is placed, the system language changed. What I found is that in the plist file /Library/Preferences/.GlobalPreferences.plist
the key for AppleLanguages has an array 29 languages. On all other OS X builds I have seen en is the first entry in the array. On this build el is the first entry in the array. English (en) gets swapped with Greek (el) which is normally the 6th entry in
the array.
I assume that if you don't run the Language Chooser that is part of Apple's normal setup the OS will pick the first language in the array to set the system language for you.
I don't know if this was just a fluke or if Apple is changing this in all future builds…..
