Robert,
At this time, the FileVault 2 pre-boot login screen will only show account icons. If you need to have username/password blanks, please file a feature request at http://bugreport.apple.com and make sure your Apple SE knows what the bug ID number is.
The reason to do it that way is that Apple looks at how many folks are asking for a particular feature via the bug reports. Your SE can supply them with how many machines would be affected, to get additional traction.
