Well, rolling the old Mini from Lion Server to ML Server seemed to go OK, but migrating that installation to a new computer did not go well.
I followed Apple's instructions, putting the old machine in Firewire target mode and then running the migration assistant. But it turns out (if you read the Apple note in detail), this will NOT bring over your file shares mount points! (WTF?!) To make matters worse, something else is wrong where I cannot edit users/groups in the Server application. During the installation, I saw the same problem from rolling to ML Server, where I had to trust the self-generated SSL certificate (for some reason, I had to do that a couple of times before it "took".)
Later today, I may try booting the new Mini from the old Mini's internal drive (FW target mode), and if that works, I'll just clone the old Mini's installation.
