Totally different situation. CDSA was already approved under 10.6 so updating it for 10.7 wasn't that big of a deal. The 10.7 common cryptographic module is totally different and will take a long
time. As for NIST being busy…..

Hopefully the encryption portion does not change too much from OS to OS moving forward. But well know encryption will continue to evolve overtime.
We where able to take the CDSA FIPS module in Snow Leopard and get it approved in Lion in a shorter turnaround window through NIST. So this should get better moving forward.
