You get the option for a very short text-only banner at the FileVault 2 pre-boot login screen. Three lines, maximum.

When the login banner is installed as described in the Apple support document, it isn't displayed until after a user logs on through the FileVault login. DOE requires this banner be displayed and acknowledged before a user logs on.
