I think this comes down to the policy documents, agreements and rules of behavior docs that an individual has to sign before BYOD is allowed. For example, the policy might state that BYOD users must let the agency place a secure configuration on the device, that agency data on the device belongs to the agency, that they must turn the device over to the agency for forensics if requested, etc. I have been to Mac Support conferences where private sector companies do this all the time. Rather than providing a laptop to the employee, they provide the employee an allowance every N years to buy one for themselves and it gets used for company work. In exchange, the employee must sign a written agreement governing the very things you brought up.
