The Exchange Web Services connector on the OWA front-end or the CAS server needs to be enabled. This may be disabled by default. Access to that connector is a network control question (e.g., if enabled on the CAS but not OWA FE, you may not be able to connect remotely, but inside the enclave will work--and vice versa).
