I have this issue.  It asked me to change during the update, and I found
an answer  that specifically spelled out:

Special char, some letters, some numbers

Since this does not fit into my password algorithm, I tried to change it
to something I could remember better, and no dice.

Under the covers in Yosemite, the password server had totally changed.  I
am still trying to figure it out as I will soon be upgrading some
classified machines and will have very specific password requirements that
need to be applied.

When I have some spare time, I plan to investigate further and will report
back when I know more.

Of course, if anyone else has cracked this nut please let me know.
Pwpolicy is now depracated, and, even though I can read the policies as
they are stored using dscl, I cannot seem to get the right magic to change
the policy.
