Shawn,
I completely agree with Apple’s rules regarding the beta. How does Apple handle the press who clearly get copies of the software and publish screenshots and changes in feature / functionality, which seems to fly in the face of the rules of the
beta and of the developer program?

Apple recently released a public 10.12 Beta (16A238m). So I guess I can discuss it here.
No — clearly called out in the public beta software agreement and FAQ…
We want as many as can actively participate and provide feedback, but it might be in your best interest to read and abide by the beta software confidentiality agreement if you are going to participate.
….
Is the public beta software confidential?
Yes, the public beta software is Apple confidential information. Don’t install the public beta software on any systems you don't directly control or that you share with others.
Don’t blog, post screen shots, tweet, or publicly post information about the public beta software, and don't discuss the public beta software with or demonstrate it to others who are not in the Apple Beta Software
Program. If Apple has publicly disclosed technical information about the public beta software, it is no longer considered confidential.
Read our Terms for full details: https://beta.apple.com/sp/betaprogram/legal
….
How do I participate?
As a member of the Apple Beta Software Program, you’ll be able to enroll your Mac or iOS device to access the macOS and iOS public betas. Each public beta comes with a built-in Feedback Assistant app that appears in your Dock on your Mac and on the second page
of your Home screen on your iOS device. When you come across an issue that needs addressing, send your report directly to Apple with Feedback Assistant.
