There's a very nice write up about this is Amit Singh's excellent
book "Mac OS X Internals".
Basically volfs is a virtual filesystem that exists over the VFS of
another. It maps, in this case, the sort of API needed by the Carbon
File Manager's API to that of the POSIX API and back. This is
necessary because these two APIs have different concepts of paths and
how they view files. volfs solves this neatly.
