Boot not root

We need to be able to create a boot not root partition on a mounted volume. I have a customized copy of gpt that can create the partition but when it's done the system is unaware of the new partition so I can't run newfs_hfs on it. Is there a way I can get the system to notice this new partition so I can add the file system without rebooting the system?
