Is there any way to programmatically turn on the 'Shared Folder' property of

But is there a way to do it programmatically?

Not really. Ultimately, the share point information is held in the local directory store. You could use the Directory Services API to manipulate that information, but I can't recommend that you take that route. There's a bunch of high-level infrastructure layered on top of this information, and if you manipulate the raw information behind the back of that infrastructure you're likely to run into troubles.
