I know I'm dating myself, but I remember back in the System 7 days that there were some high-level file copy functions (or maybe it was MoreFiles, I can't remember), that would "do the right thing" when copying a file. Specifically, if the source and destination file were both on a the same AppleShare volume it would invoke some AFP magic that would have the server duplicate the file directly.

It's the FPCopyFile AFP command.

Does FSCopyObjectSync do this, and/or is there (still) a supported technique for remotely duplicating a file on a file server?

Yes, FSCopyObjectSync should do this. On Leopard, at least, I believe it goes through the "copyfile(3)" system call.
