Marking a filesystem as "slow"

Hi,

I'm starting work on a filesystem for OSX which will present files to the user which are "offline" and not immediately available. Is there a way the volume or the files within the volume can be marked as so to avoid the Finder thumbnailing images and Spotlight indexing the files? I have found information about how to do this in Windows but can find nothing relating to OSX.
