What James said, but keep in mind that his suggestion will only work if you're installing a launchd agent in the user's home directory.  If you're installing an agent globally (in /Library/LaunchAgents), there's no way to construct the WatchPaths so that it uses the agent's user's home directory.  If you'd like to see that supported, please file a bug against launchd.

Finally, if you're installing a launchd daemon, the concept of "the user" is invalid (the daemon is global to all users) so it doesn't make any sense for WatchPaths to be home directory relative in that case.
