About the creation time of a file after untar

Hello all,

I have a file system that supports the creation time stamp for files/folders.
I can keep all the atime/mtime/ctime and creation time while copying
files/folders via finder.
But If I try to copy a tar object to the fs, and untart it there. the
creation time was changed to the current time.

Does the tar command will not change the creation time using utime/setattrlist?
or any other thing we should support for the tar command?
I notice that when untar to the local folder, the creation time will be kept.
