We just updated draft-pantos-hls-rfc8216bis to -08:
https://tools.ietf.org/html/draft-pantos-hls-rfc8216bis-08
Most of the changes were editorial but there are a couple of new attributes
worth noting:
SCORE has been added to EXT-X-STREAM-INF to enable playlist authors to
unambiguously signal the relative quality of Variant Streams. Typically
BANDWIDTH or AVERAGE-BANDWIDTH is used for this, but if you have multiple
codecs the bit rate isn’t always a reliable indicator. A 3Mbps HEVC variant
might be higher quality than a 4Mbps AVC variant, for instance. SCORE allows
authors to use their own scales (such as those derived from objective quality
metrics) to indicate relative quality for ABR decisioning.

STABLE-VARIANT-ID was added to EXT-X-STREAM-INF and STABLE-RENDITION-ID was
added to EXT-X-MEDIA. Playlist authors who (a) offer their content for offline
playback (downloads) and (b) periodically update their Media Playlist URLs
while keeping the playlists themselves unchanged are encouraged to provide
stable identifiers that do not change. This allows clients that refresh or
augment their downloaded content to recognize content that they have previously
downloaded.
