Let's suppose it's a bug in Installer.app. Maybe it can be worked around.

What I would try is to create a simple installer and see what happens when:

a) the IFPkgFlagRootVolumeOnly is set to false

b) the IFPkgFlagRootVolumeOnly is set to false and a VolumeCheck script is used.
