I had this problem when I (wrongly) assumed that PackageMaker would use the
existing permissions on a few directories. This made it so that a NIB file
wouldn't load. Things work much better after using a postinstall script to
set the permissions the way they should have been. I had this problem with
10.3.4 (maybe), but I've been using the postinstall method since and haven't
removed it.
