Installer hanging trying to get admin auth

I have a couple of customers that have reported an identical problem that I
can't figure out. Their systems are both running 10.4.x and both are
performing upgrades rather than new installs, but the similarities end
there.
My installation package is relatively simple, and it's build with the
PackageMaker that comes with Tiger. It installs two bundles, in the
following structure:
/Library
/Application Support
/Concierge
/Concierge.bundle
/InputMangers
/ConciergeLoader.bundle
The package is set to require administrator authentication.
In each of these customer's cases, the Installer hangs after they OK first
screen (and after the preflight warning alert sheet). The first few lines
of a normal installation log looks like this (omitting some of
hardware/build specifics):

Jul 13 05:42:43 java-bti-net : It took 0.137518 seconds to process the
volume "MacCray"
Jul 13 05:42:43 java-bti-net : /Volumes/BTI Info II cannot be used as a
target because: You are not allowed to install the software on this disk for
an unknown reason.
Jul 13 05:42:43 java-bti-net : It took 0.017987 seconds to process the
volume "BTI Info II"
Jul 13 05:42:55 java-bti-net : admin auth received to install
The last line (and the others not shown here) show up on successful
installation. It does NOT appear in my customer's logs. It appears that
Installer is hanging, waiting to "receive admin auth".
What the devil is Installer really doing here? How can I get my customers
past this point? Any pointers?
