Neither is currently possible.
It sounds like you want to dynamically create the whole from the sum
of the parts at runtime on the user's machine.
Why not instead write some scripts that can create the whole from the
sum of the parts on your build machine?

Another option (although less preferred) would be to generate the
<choices-outline> section dynamically using Javascript - is this even
possible with dist scripts? If so, can someone suggest some sample code
to do so?
