So far as I know, it could be perl, shell, applescript or
application. If I'm breaking the rules so to speak I'm not aware of
it and besides that, it just works and works well. I don't ever run
as root when I'm programming (except through Terminal). This way I
don't get surprised, especially with scripts that want some kind of
authentication (they will automatically ask for it if the user is not
admin level or above). HTH.

I have no trouble creating aliases on Tiger. The one I use is much
different from what you have here. This is what I use. This
particular one creates an alias of a folder XYZ Folder from
Macintosh HD/Users/Shared to Applications. If the alias is a
file, just change "If exists folder" to "If exists file". This
script works perfect for me. I save it as an application with the
name "postflight". HTH.
