You are correct.

No advancements in IFRequirments have been made in 10.4 (instead, use distribution scripts).

The documentation needs to be fixed.

                        Not currently used.
[...]
So is it used or not in Mac OS X 10.4?
I would say no, but the documentation casts doubt on this.
