Nothing is installed

I'm using PackageMaker 2.0.1 on 10.4.3 to make packages for the OMake build system (http://omake.metaprl.org). I can't seem to create a package that actually *installs* anything. I verified that the BOM lists all the files, there aren't any receipts in /Library/Receipts that clash, the files are all owned by root:wheel, yet Installer just happily goes through the motions of installing without installing a single file. There are no errors or warnings in the log, so I'm not sure what to try.

Any suggestions are appreciated.
