Package installer launching Classic??

I've gotten some scattered reports that my installer is causing Classic to
startup...  It's completely beyond me and given the reports, it seems like
the only explanation can be that the 'ditto' call I make in my preflight is
somehow doing this...

Anyone ever see the Classic environment ever start up like this before?
