The default is to overwrite existing files. There is no flag to
control this, the installer will always overwrite existing files if
the installer has the permissions to do so.
Sounds like you'll have to resort to a postflight that drops the file
into place if it doesn't already exist. Remember to play nice and
use the $2 (or $3) variable [1] to determine the correct destination.
