file permissions

PackageMaker lets me set file permissions. I need to set the permissions for
an
application to root/wheel  4755, that 4 is the setuid bit. However, the
dialog won't
accept that, it says "not a valid file permission".

It is a valid permission. This ought to be a bug. Is there a work-around?
