Limitation of SplitForks to HFS volume?

SplitForks can only work with HFS or extended HFS volume.
This means that if you try to run it on a AFP volume (which would be a
HFS volume shared by AFP), you can't split the forks.
Is this a limitation because there is no way to know that an AFP volume
is a HFS volume behind or a limitation of the AFP protocol?
