Prior to 10.4, I am not aware of anything. There probably isn't, but maybe someone has something horribly hackful.
In 10.4, yes, you can, using a distribution script.
You want to add the tag <options customize="always"/> to your distribution script. Also available are "allow" and "never" for other scripts.
