Why bother setting the icon in the resource fork?

I think the the icon is associated with the document type in the
Applications Info.plist.

Although, you may need to tell launch services or have the finder see
the Application bundle in some way--like opening the directory where
its contained.

We have a drag-and-drop installer, so I don't have the ability to do this. The installer is non-standard: You drag-and-drop a folder, inside the folder is an app (4D) that you don't launch, and a document, with currently a custom manually-inserted icon, that you click on to launch the app+document.

  -k.
