On which OS versions are you seeing this?
I tried on 10.2.8 and 10.4.9 and installing in /tmp with no
authorization required is working fine.
On a side note, I'm not sure there's something such as
~/Library/Receipts (it was not created on my machine and it would be
strange to have it there somehow).
