Info.Plist AND PackageMaker Snapshot

I am trying to create an in stall package
using packagemaker -- snapshot. When I run packagemaker -build I
get a message saying "Incorrect or missing Info.plist for snapshot
directory. Any ideas about what I am missing or doing wrong?
