Does the default install directory exist on the 10.2 machine?
If I remember correctly, I saw this error on 10.2 when the directory did not exist - I had to change the install location to one directory further up, and have the other directory be part of what got installed.
e.g instead of installing foo.app in /Applications/sometimesthere/, install sometimesthere/foo.app in /Applications/

I don't have a 10.2 machine, but I got my friend to run the installer and it fails. It doesn't seem to get very far into the installation process. The failure occurs before any of my script files, so I don't have any of my own messages in the log file. Here is the log file:
