Distribution script format (stupid) question

Locators for components that are part of sub packages are defined in the Distribution script.

Shouldn't they have been defined in the appropriate packages instead?

For instance, a sub package can be updated and one of its components removed. If the whole "metapackage" is not rebuilt (that happens sometimes when you just need to update a package), then the distribution script includes out-dated information. I agree that the installKB value would probably be incorrect anyway so the whole package would ideally need to be rebuilt.
