maybe this tool from the c't homepage could help you:

This tool was part of a article in the 2-weekly computer magazin c't: -> http://www.heise.de/ct/inhverz/search.shtml?T=Updates+offline +serviert&Suchen=suchen&nm=0

The tool above is also in english. With it you can download all updates for MacOS X 10.4 and build e.g. a "patch" cd-r for Tiger.
