I had the same issue. Although the docs I read (admittedly, a while ago)
told me to dump the default .rtf in the root of the Resources folder, I had
the same issue. Moving it to the english.lproj folder corrected this issue
for me. Now, whatever language the user runs the installer in, they get the
correct language.
