Wayne,
Thanks for your help. I tried both ways (with logging out/in, and
without). After logging out/in, my entire Finder GUI was in French (as
expected). But I was able to test the Installer GUI even without that step.

Subject: Problems with Localization
Hi,
I am currently using Mac OS X 10.4.9. I have never tried localizing one
of my installers before.
As a simple test I tried creating a French version of my Welcome.rtf
file. The default Welcome.rtf (in English) resides in the
Contents/Resources folder of my package. The French language version
resides in a French.lproj folder inside the Resources folder.
I navigated to the Languages tab of the International pane in System
Preferences, and set my first language to French. The Installer's
preset text now all shows up in French, but my default Welcome.rtf file
is displayed.
Am I doing something wrong here?
