One good reason to install FAT even on 10.3 is that users may buy an Intel Mac and migrate their software over. They'd automatically have an Intel version in that case. Otherwise, and probably unbeknownst to them, they'd need to reinstall to get the UB version.

Also note, IFPkgFlagInstallFat is ignored on 10.4:
