Thanks for your advice.

Preflight partly solves my problem.Since InstallerSection.plist still contains the section, when user install the package, it appears in the left-hand-side section list as the same. Can I remove this one?

You can write a preflight that checks for your installer receipts to  
see if this is an upgrade or install.  Based on the result, you can  
skip the pane to go to the next pane or not.
