While looking in archives on list.apple.com to file a bug report
regarding this, I discovered that there has been a suggestion from P.
Bierman to try using ditto instead of pax.
With ditto -c, it works. The Data and Resource Fork are correctly
merged back.
I'll file a bug report so that pax can eventually be fixed.
