A hybrid format disc should not be necessary. AFAIK, Installer
packages don't rely on the permissions bits, and don't rely on
resource forks, so they should work just fine from an ISO9660 or UDF
disc.
Obviously the trick is to have the data shared between the two.
Installer isn't much use for this unless you have the data outside of
the Installer package, and copy the data in a postflight script.
I'd advise against this as this copy could be a lengthy operation, and
the user would see no progress bar activity during it. I did this for
a title and had plenty of bug reports from users who reported "the
installer hung" simply because the copy (decompression from 7zip
actually) took a good 5 minutes, with no progress bar to show anything
happening.
