"how is it possible to create a metapackage that needs to reference pre-existing metapackages?"

because you can create metapackage if you build them:

- from scratch

- from pre-existing packages

You're correct as far as I can tell (I don't have the GM). I tried it with the 10.3 compatibility format with the same result or lack of result.
