Instead of login hooks, isn't the correct mechanism going forward a
launchd item in /Library/LaunchAgents/ anyway? User-specific, runs at
login ... sounds like a login hook to me. *shrug*

As a sysadmin who has run Mac environments where local login hooks
are blocked via MCX controls in Directory Service nodes, I really
hope no-one ever relies on login hooks in a shipping product for the
purposes discussed in this thread.
It's just the wrong tool for the job.
