What is encoding of arguments for install operations ?

Hi all

I wonder what is the encoding of arguments for install operations, such as $2 of postflight. What I am tring to do is saving the install destination path to a Java properties file. Java properties file is using ISO8859-1 as its encoding. So I need to convert the string before I save it to java properties. I search on apple website, but I did not find any document about the encoding of these arguments.
Can someone tell me the encoding of the arguments ? Did it always use UTF-8 or UTF-16? Or it is same as CFStringGetSystemEncoding ?
