testing localized license files

I'm trying to make my first localized installer (using Iceberg), and no matter what I try, I can't get the localized license agreement to show. I can get the rest of the installer to run in French, for example, but it's not picking up my localized agreement.

As per the official documentation, I've tried creating sub-folders in Resources, each with the localized assets. So I've tried creating Resources/French/License.txt, but that didn't work. In Iceberg I've also tried explicitly adding a localization entry for the French license agreement, and also tried adding the French subfolder as an additional resource, but nothing has worked.

What am I missing?
