To shed some light on this.

Installer.app is an evolving beast. In the first versions of Mac OS X (probably until 10.3), if you had a License file in Resources ( == International) and one in French.lproj, Installer.app would use the file in Resources for all the languages but French. It would use the one in French.lproj for French. Then this changed and so the idea is that you should not use an International localization.

For the record, in Mac OS X 10.5, there is (unless this has been fixed stealthily) a bug related to localized Licenses. You should not used the abbreviated localization name (en.lproj instead of English.lproj) as this will cause dynamic localization troubles with the buttons.

It sure would be nice if Apple could stabilize their installer stuff. It's bad enough that it changes every version, but it makes it especially difficult to find accurate documentation.
