How can I stop an installer from prompting for the install location?

Hi everybody,
I have an installer that always needs
to install to the system disk. Actually, I have 13 installers that
need to install to the system disk :-)
They put stuff into /Library/Application
Support
The really strange part is that I have
three different results.
1) some do not prompt for the install
location
2) some go directly to the panel with
the volumes to select
3) some have a panel with a button to
press to get to the panel to select the volume
I have verified with PackageMaker 3.0
that ALL of them have the System volume selected as the Install Destination.
They all build what I believe is a metapackage
(targeted for 10.4, is a bundle of stuff).
They are built on Leopard from the command
line using the pmdoc files.
As far as I can tell, they all look
the same in PackageMaker.
What do I need to do to get them all
to not prompt for the install location?
