PackageMaker doesn't respect "selected"

When creating a package (10.4...10.5, whatever kind) and I choose for a component NOT to be selected, packagemaker doesn't care...it totally ignores it...everything is automatically enabled and selected....not a good deal.

Using the non-beta version of Xcode tools 3.0.x (downloaded from ADC).

Am I missing something, or is this a known bug?
