Hello Scott,
Just to be more clear and thorough, What I actually want is for the
installer to show the pane that has "Install for all users of this
computer" and Install for me only" choices displayed.

this is not possible. The screen is set up in such a way that if
there is only 1 possible choice for the installer to pick (only 1

skipped in code.
