Is there a known bug (it can also be unknown) with requirements and binary plist file?

The case is the following one:

- A Bundle format pkg with requirements.

- One of the requirements checks a value in a plist file

If the plist file is saved as a XML (text) file, the requirement is correctly checked.

If the plist file is saved as a binary file, the requirement fails.

This is on Mac OS X 10.4.11 with all the latest patches.
